Every fall in Orlando, Kissimmee, Orange County, and Osceola County, neighbors hear "open enrollment" and assume every Medicare calendar is the same. It is not. Medicare Annual Enrollment Period (AEP) and Medicare Advantage Open Enrollment Period (OEP) are different windows with different rules. Mixing them up with ACA marketplace Open Enrollment on HealthCare.gov is one of the most common hallway mistakes we hear at Instant Health Help.

The short answer
If you are sorting AEP vs OEP in Central Florida:
- AEP runs October 15 through December 7 for most people who already have Medicare paths that allow Advantage and Part D changes Medicare lists for that window.
- Medicare Advantage OEP runs January 1 through March 31 and is a narrower set of rights for people already in a Medicare Advantage plan.
- They are not interchangeable. Missing AEP and "waiting for OEP" is not the same strategy as using AEP on time.
- Neither is ACA Open Enrollment on HealthCare.gov (roughly Nov 1 through Jan 15 in many years). Different program. Different website. Different clock.
- Write your current coverage type (Original Medicare, Advantage, Part D) before you act on a flyer or a Facebook post.

What AEP is (plain English)
Annual Enrollment Period (AEP) is the main fall window when many people on Medicare can review and change Medicare Advantage (Part C) and Part D drug coverage for the next calendar year. Official dates are October 15 through December 7. Changes made during AEP typically take effect January 1 of the following year (verify the start date for your election on Medicare.gov).
During AEP, people commonly compare Advantage networks and drug lists, join or leave Advantage within Medicare’s listed rules, or change Part D when that path applies. We will not invent which election fits you. The educational point is the calendar: AEP is the loud fall window in mid-October through early December.
What Medicare Advantage OEP is (plain English)
Medicare Advantage Open Enrollment Period (OEP) is a different window: January 1 through March 31. It is mainly for people who are already enrolled in a Medicare Advantage plan as of January 1. During OEP, Medicare describes a limited set of one-time switches (for example, switching to a different Advantage plan or returning to Original Medicare with Part D options Medicare lists). Exact rights depend on your situation. Confirm on Medicare.gov.
Educational contrast many Kissimmee and Orange County households miss:
- OEP is not a second full AEP for everyone.
- If you are on Original Medicare only (no Advantage) on January 1, OEP usually does not work the same way as it does for Advantage members.
- Using OEP as a "plan B" after skipping AEP can leave fewer options than reviewing during AEP.
AEP vs OEP at a glance
| AEP | Medicare Advantage OEP | |
|---|---|---|
| Typical dates | Oct 15 – Dec 7 | Jan 1 – Mar 31 |
| Who it mainly helps | Many people reviewing Advantage / Part D for next year | People already in Medicare Advantage as of Jan 1 |
| Coverage start (typical) | Changes often start Jan 1 | Changes during OEP follow Medicare’s start rules for that election |
| Common myth | "I can wait until spring to do everything." | "OEP is a second full AEP for everyone." |
| Local tip | Map doctors and drugs before Dec 7 noise peaks | Do not invent open-ended switch rights from a hallway story |
Always verify the current year’s wording on Medicare.gov. CMS can update educational language; this post is a plain-English map, not a substitute for the official site.
Myth vs fact: hallway mix-ups in Orlando & Kissimmee
Not the same as ACA Open Enrollment
Central Florida households often juggle marketplace coverage for a spouse or adult child while a parent or grandparent is on Medicare. That creates calendar confusion:
- Medicare AEP: Oct 15 – Dec 7
- Medicare Advantage OEP: Jan 1 – Mar 31
- ACA marketplace Open Enrollment: often about Nov 1 – Jan 15 (confirm each year on HealthCare.gov)
Saying "open enrollment" without naming the program is how Orange and Osceola neighbors miss deadlines. If your question is about HealthCare.gov income, job loss, or marketplace shopping, that is a different educational path. Related: ACA Open Enrollment Florida self-employed.
Checklist before you act on a flyer
- Write whether you have Original Medicare, Medicare Advantage, Part D, or a mix.
- Circle the window you are in: AEP, OEP, IEP (turning 65), or something else.
- List your doctors, hospitals, and prescriptions before comparing anything.
- Open Medicare.gov (or your plan’s Annual Notice of Change materials) rather than trusting a screenshot.
- Ask whether a change would start January 1 or on another date Medicare lists for your election.
- Separate Medicare questions from any HealthCare.gov questions in the same household.

Local angle: Orange, Osceola, Orlando, Kissimmee
Theme-park schedules, snowbird winters, and multi-gen households make "I’ll handle it after the holidays" feel reasonable. AEP ends December 7. Waiting for January because someone said "there is still open enrollment" often means they meant OEP or ACA OE, not a full redo of AEP rights. Write your coverage type and date range, then verify on Medicare.gov.

Medicare AEP vs OEP: quick answers
What is the difference between Medicare AEP and OEP?
The Annual Enrollment Period (AEP), October 15 to December 7, is the fall window when people with Medicare can change Advantage or Part D coverage for January 1. The Medicare Advantage Open Enrollment Period (OEP), January 1 to March 31, is narrower and only for people already in a Medicare Advantage plan.
What can I do during the Medicare Advantage OEP?
If you are already in a Medicare Advantage plan, you can switch to another Advantage plan with or without drug coverage, or drop your Advantage plan and return to Original Medicare, where you can also join a separate drug plan. Coverage starts the first of the month after the plan gets your request.
Can I use the OEP if I have Original Medicare?
No. The Medicare Advantage Open Enrollment Period is only for people already enrolled in a Medicare Advantage plan. If you have Original Medicare and want to join an Advantage plan or change your Part D plan, use Annual Enrollment, October 15 to December 7, or a Special Enrollment Period if you qualify.
When do AEP and OEP changes take effect?
Changes you make during Annual Enrollment take effect January 1 of the next year, as long as the plan gets your request by December 7. Changes made during the Medicare Advantage OEP, January 1 to March 31, start the first of the month after the plan gets your request. Confirm your dates on Medicare.gov.
Is Medicare AEP the same as ACA open enrollment?
No. Medicare Annual Enrollment runs October 15 to December 7 and is for people who already have Medicare. ACA Marketplace Open Enrollment on HealthCare.gov runs November 1 to January 15 and is for people shopping Marketplace plans. They are different programs, websites, and rules, so name the program before acting on a deadline.
